Saya Shuto (首藤 沙耶, Shutō Saya) is a character from Ultraman Nexus. She is the leader of the "Memory Police" (MP).

As one of the main members of the MP, Shuto approaches her missions with a serious attitude and firmly believes in the idea that "some truths must be hidden". In order to achieve this, she uses a memory eraser to coldly wipe out the memories of civilians who have witnessed Space Beasts. In her view, this is a necessary means of saving people's souls and preventing the spread of fear.

However, despite her calm and rational demeanor during missions, she sometimes reveals emotions that are troubled by her responsibilities. Her caring side gradually emerges, and she begins to show concern for others.

After being appointed as the leader of the MP, Shuto and her subordinates frequently receive orders to search for civilians involved in encounters with Space Beasts. They use the power of "Lethe" to erase people's memories of Ultraman and the Space Beasts, working in the shadows to maintain social order and stability.

When handling the case of Rina Sugiyama, a girl who was attacked at a factory, Shuto personally erased Rina's memories and showed the surviving victims of the extraterrestrial attack to Komon, who was investigating the incident. As MP continued to be responsible for guarding and investigating Riko Saida, she began to investigate the depth of the Komons' desire to know the truth about Riko.
