Saya Shuto (首藤沙耶, Shutō Saya) is a character from Ultraman Nexus. She is the leader of the "Memory Police" (MP).

As one of the main members of the MP, Shuto approaches her missions with a serious attitude and firmly believes in the idea that "some truths must be hidden". In order to achieve this, she uses a memory eraser to coldly wipe out the memories of civilians who have witnessed Space Beasts. In her view, this is a necessary means of saving people's souls and preventing the spread of fear.

However, despite her calm and rational demeanor during missions, she sometimes reveals emotions that are troubled by her responsibilities. Her caring side gradually emerges, and she begins to show concern for others.

Ultraman Nexus[]

After being appointed as the leader of the MP, Shuto and her subordinates frequently receive orders to search for civilians involved in encounters with Space Beasts. They use the power of "Lethe" to erase people's memories of Ultraman and the Space Beasts, working in the shadows to maintain social order and stability.

When handling the case of Rina Sugiyama, a girl who was attacked at a factory, Shuto personally erased Rina's memories and showed the surviving victims of the extraterrestrial attack to Komon, who was investigating the incident. By erasing the memory of the survivor, Komon was able to understand why the victim's memory needed to be erased and how it could bring about relief.^{M.P. - Memory Police -}

As MP continued to be responsible for guarding and investigating Riko Saida, she began to investigate the depth of the Komons' desire to know the truth about Riko. Eventually, she gave a note with the Saida family's address to Komon, believing that Komon had the right to know the truth.^{Doll - Marionette -}

During the series, she was assigned to arrest Naoichi Harisu, who had a preliminary understanding of the truth of the incident through various means. When she successfully captured him, the two engaged in a battle of beliefs, and in the end, after everything was over, Harisu willingly had his memory corrected by her.^Hero

Later on, in order to track and monitor Ren Senjyu's movements, she dispatched her subordinate Mizuo Nonomiya as the surveillance officer. Initially, she expressed suspicion towards Matsunaga's behavior of trying to exploit young people. However, after talking with Matsunaga's daughter, Yoriko, Shutou finally understood Matsunaga's inner thoughts and comforted Yoriko by telling her, "Your father is a person worthy of respect." During the final battle, she witnessed Ultraman fighting in the city center. When he saw the people who supported Ultraman, he suddenly realized that even if people's memories are restored, they have no fear.
