Rui Kisaragi is one of the supporting characters of Ultraman Dyna. She is a member of the TPC Future Research Center and the Chief Development Officer responsible for the development and design of the battleship Prometheus.
Personality[]
Due to being possessed by Alien Monera, Kisaragi initially displayed a rather arrogant and proud mentality and communicated with members of Super GUTS in an unfriendly manner.
When she was freed from mind control, she regained her original friendly and kind nature and felt quite guilty for the consequences of the disaster caused by her unconscious state. From then on, she actively assisted Super GUTS with a positive attitude.

Ultraman Tiga & Ultraman Dyna: Warriors of the Star of Light[]
As a scientist of the TPC Future Research Center and belonging to the base on Jupiter's moon Ganymede, Kisaragi was appointed as the person in charge of promoting the development of the TPC's new battleship, Prometheus. She claimed that once Prometheus was completed, it would be the new hope for humanity.
However, shortly after the development began, she was brainwashed by Alien Monera and secretly transformed Prometheus into Deathfacer while under their control. Kisaragi became a tool for the enemy to obtain a powerful weapon for their own use.
After the battle between Deathfacer and Ultraman Dyna on the Cliomos Islands, she barged into a crisis response meeting of the TPC high-level officials to deliver a threat message from Alien Monera. However, her body was later abandoned by the consciousness of Alien Monera, and as a result, she regained her original sanity.
Kisaragi's Faith Becomes Light
Later, in response to Alien Monera's attack, she took refuge in the Grandome underground shelter at the TPC headquarters base, witnessing Dyna's battle along with other civilians. She felt guilty about the consequences of her actions, and when she saw Dyna defeated by Queen Monera, she pessimistically believed that the world would be destroyed.
However, when she was comforted by a child named Susumu, who was also in the shelter, she was inspired by him and decided to believe in the power of light. Ultraman Dyna[]
After the Alien Monera incident, she returned to the Ganymede base of TPC with the Neo Maxima Overdrive system technology and sealed it away. She continued to work on research and development with the TPC brain trust, including Jun Yazumi.
Before the final battle against the Spheres, she assisted Super GUTS and Dyna in stopping the action of the Super Synthetic Monster Neo Gaigaraid. In the end, she evacuated the base with Yazumi.Final Chapter II: Solar System Annihilation
