Etymology[]
Phalaris is named after Phalaris the Tyrant, the ruler of Agrigento in Sicily between 570 and 554 BC. His nickname, "The Bull", likely references the fact that the real Phalaris is believed to have commissioned the construction of the brazen bull, a torture and execution device that took the form of a statue of a bull made out of bronze, inside which the condemned would be placed and a fire lit underneath to slowly burn them to death.

Jugglus Juggler Chronicle: Ja no Michi wa Hebi[]
An arms dealer, Phalaris took the rogue sniper Sagittari as his employee as part of his selling of Monster Weapons operation. His business method was for Sagittari to transform into Grigio to spread fear on his target customers, allowing them to turn to his business for protection. As he became older, Phalaris spent the remainder of his retirement days in the ruins of Gigan Castle on Planet Baphomet, until one day he was given the Fruit of Life by Celebro. Phalaris then turned mad, not only converting Sagittari into his mindless cyborg slave, but also decided to use the Fruit of Life to create a gene bomb and drive the entire universe to destruction, doing so to achieve peace once it was devoid of living being. Unknown to him, he was simply a pawn of Celebro's Civilization Self-Destruction Game, one that was a different variant of his usual route. At some unknown point of time, he captured Biranki and forced a brainwave control device on her head to get her under his leash, since her monster controlling powers would be proven useful to his Monster Weapon business.
To achieve his goal, Phalaris first escalated the conflict between Interstellar Alliance and the emerging Imbat Federation by having Grigio Raiden attacking the transport ship Aprohols. He also sold his Monster Weapons to both sides of the conflicting factions. Next he purposely leaked his plans to the Alliance, knowing full well that they would send Jugglus Juggler as part of their investigation. When Juggler slipped into his Gigan Castle, Phalaris welcomed him as his latest addition to his participants, where he decided to held a tournament to give the victor his gene bomb. Little did the participants know however was that he would also provide the losers with the blueprints to provoke an all-out war using his weapons. Juggler plowed his way through all participants and reached Biranki, but Phalaris' attempts at threatening him only provoked his prisoner to escape and summon Gango to level the entire Gigan Castle. In the middle of Gango and Grigio Raiden's battle, Phalaris was discovered by Juggler, the former not intending to keep his bargain and held Juggler at gunpoint. Unfortunately for him, Phalaris met his end when he got squashed by a pile of rubble, resulted from a falling pillar. Juggler took the gene bomb from Phalaris' dead hand and defuse it, taking the Fruit of Life with him. Meanwhile Grigio Raiden rampaged across the entire planet after no longer being controlled by Phalaris.

- Brainwave Control Device : The headgear which he forced onto Biranki, it allows him to limit Biranki's brainwave power, but so far is useless as she is able to summon Gango with little to no difficulty. It also has the ability to erase her memory upon activation.

- As Phalaris is responsible for modifying Sagittari's Grigio form into Grigio Raiden, this also means that he is responsible for the creation of SC Units utilized by STORAGE in Ultraman Z, as the cybernetics on Grigio Raiden's body provided mankind with better understanding to the concept of bipedal robots.
- It is implied that Phalaris' muscular hologram was actually how his younger self appeared to be before he encountered Celebro.
