One night, Kazamori has a dream where Seven, who should be imprisoned in the Horsehead Nebula, calls out to him. On the same night, there is a sighting of UG attempting to destroy the TDF headquarters while fighting TDF soldiers. What has happened to UG? It all began with the dissolution order issued to UG three weeks ago...

From TDF's lab, Tashiro discover that Seven is slowly awakening. At that same time, Kazamori was visited by Seven in his dream. A month after the Dark Zone incident, the radical Alien Pegassa faction and several other aliens took over TDF. The Ultra Guard member fought against them during their raid in the TDF Far East Base.
All these problems can be traced to three weeks prior when the Ultra Guard was officially disbanded by TDF after no signs of other alien invasions since the Dark Zone. The group was against this order since the upper management did not consult them beforehand, but was forced to comply. Shima and Mizuno spent their time at the playground and were contacted by Shiragane of a new job. All of the former UG members were gathered for a secret reunion when their captain revealed that aliens had took over TDF and replaced most of their members with impostors. Thanks to an informant who sacrificed his life to get the data, Shiragane discovered that the only ones who were still alive were former UG members and staff officers Inagaki and Saijou. He was able to retrieve UG's uniforms and basic weapons for their assault against their former headquarters.
Back to the present day, UG formulated their plan to destroy TDF Far East Base to prevent the aliens from taking over other TDF worldwide branch's technologies. While Rumi separated from the team to hijack the Ultra Hawk 1, Shiragane and Mizuno would steal the Omega Files and plant the bomb at the Central Block while the rest of the teammates guarded the former two. Satomi on the other hand guarded the exit route. With the bomb started its countdown in 30 minutes, Shiragane's team try to exit, only to be ambushed by an Alien Godola who placed them in a mental prison that resemble their insecurities; Shiragane in a loop over the regret to save his wife and their unborn child from an accident, Shima constantly eating his favourite Katsudon due to his insecurity in his physical strength, Mizuno in a library due to his insecurity of his knowledge and Yuki surrounded by her teammates and Inagaki over her inability to trust others.
Satomi was about to attack the Nurse-like saucer again, but Kazamori stopped her since the creature isn't hostile. Kazamori was contacted by Ultraseven to rescue Shiragane and the rest from Alien Godola's trap, with Satomi joining along despite the former's protest. Kazamori used his newfound powers to destroy the infiltrating aliens. Because of Shiragane finally making peace with his past, he was the only one to break free from the mental prison. Kazamori used his powers again to detect the source of Godola's mental prison wave and destroy the device. Shiragane chased Godola and killed the alien a gunfight to reclaim the stolen Omega Files. The rest of the team exited TDF Far East Base just in time for their headquarters' destruction.
Kazamori left the team again, but promised to assist them should he be needed. As he gazed the sky, Seven continuously releasing muons from his Beam Lamp.
Each episode was originally released on a separate DVD. The complete series was later released in a DVD box set titled Ultraseven 1994~2002 Perfect Collection on April 18, 2012.[1][2]

In the EVOLUTION series, all five episodes use katakana for their subtitles instead of the usual kanji or hiragana. Each episode clearly shows its number. This reflects a trend in Japan influenced by Western film and TV, where titles are kept in their original Japanese pronunciation rather than translated. Some episodes of the original series also used katakana.[3]
According to the episode brochure, the title "Perfect World" isn't directly explained in the story. Instead, it symbolizes the episode's worldview, including the TDF's world, Alien Godola's illusion, a "what-if" world where Shoko lives, the alien-human world under the Non-Invasion Treaty, and the world imprisoning Ultraseven (possibly a collective mind). The illusion also reflects the characters' inner worlds and serves as a "liminal" space between humans and Ultraseven.
The brochure suggests "Perfect World" covers all these realms, which are shaped by cause and effect, like karma. Though abstract and unprovable, these worlds form an unavoidable mental "field."
This episode marks Alien Godola's return after 35 years, first seen in episode 4, "Max, Respond!," of the original Ultraseven series.
During production, the team added details not in the script, focusing here on the symbolic use of roses. Ohara wanted a unique visual style.
He also aimed for a "small miracle" in the final scene, where a red rose petal falls onto Shiragane and his wife's photo to enhance the cinematic feel.
The nearly 5-minute continuous shot between Captain Shiragane and his wife is the longest single take in Ultraman history.
Shoko, Shiragane's wife, was played by Michiko Shimazaki, who previously starred as Sayaka Ijuin in Ultraman Tiga. Shimazaki had retired before this but returned specially for this episode.
The episode includes a flashback where Shiragane mourns Shoko's accident site, then another Shiragane suddenly runs in. Ohara said this shift had no special meaning; it's meant to convey the story naturally.
By avoiding cuts, the scene blends time and space—past and present, future and immediate moments—creating a chaotic, overlapping effect. This mirrors Shiragane's inner turmoil. Ohara wanted to show how time and space become unclear, capturing the character's emotional confusion perfectly.
