Nagata is an employee at a delivery company, where he has reportedly worked for about 25 years. One day, a man named Teruo Shoji joined the company and started working in delivery, spending the entire day driving alongside Nagata. During their delivery route, Nagata told Shoji, “I’m from a small town called Uqbar (ウクバール, Ukubāru), somewhere in the universe,” and proceeded to share stories about Uqbar throughout the day.

According to Nagata, the city of Uqbar is constantly swept by the wind. Towering structures and windmills dominate the skyline, and the windmills make a rustling sound whenever the wind blows. These towers have no stairs, so ladders are needed to move in and out of them. There is also a band in the city, and the sound of drums and flutes can often be heard. Occasionally, the city is engulfed in clouds. When the west wind blows, a circus arrives in town. There are no clocks in the city, but every day at 5 p.m., an alarm sounds, signaling the end of work for adults and the end of playtime for children, who then head home. Nagata claims to be a resident of Uqbar, but he lost his way back, and for the past 25 years, he has been searching for a way to return.

At first, Shoji listened quietly, but by the end of the day, he could no longer tolerate it. Frustrated, he blurted out, "Uqbar is just a figment of your imagination!" This statement deeply unsettled Nagata, who was driving, almost causing an accident. Realizing that his words had unintentionally hurt Nagata, Shoji sought help from Satoru Yoshida at XIG to prove that Nagata was indeed human and from Earth. However, Shoji’s words continued to haunt Nagata. After work, Nagata began to doubt the existence of Uqbar, which he had always believed in. For 25 years, no matter how many times he looked to the sky, Uqbar was nowhere to be found. Could it all have been a delusion? Just then, the phone rang. Despairing, Nagata picked up the receiver, and from the other end came the familiar sound of Uqbar’s winds.

After hearing Nagata's story from Yoshida, Gamu Takayama believed that if Nagata could remember the home where he grew up, he might come to accept that he was human and from Earth. Thus, Gamu began searching for Nagata’s birthplace. Eventually, they located Nagata’s old family home in Musashino City, Tokyo. The house had fallen into ruin after years of neglect. When Yoshida arrived at the site, Gamu informed him via communication that unusual magnetic field distortions had been detected around Nagata’s current apartment.

Captain Yoshida headed to Nagata’s apartment and met Shoji along the way, who revealed that Nagata had been absent from work without notice. The two arrived at the apartment to find Nagata collapsed on the floor, though he was merely asleep. Upon waking, Nagata declared that he was returning to Uqbar and handed them a phone, claiming they could hear the wind. However, the phone wasn’t connected. Nervously, Captain Yoshida placed the receiver to his ear, and indeed, he heard the sound of wind. At that moment, Nagata shouted the name “Rukulion,” and a gigantic entity named Rukulion appeared in the city. While civilians fled, Nagata joyfully attempted to approach Rukulion.

Even though Ultraman Gaia appeared to try to stop Rukulion’s advance, the creature continued moving forward. Nagata ran to the top of a communication tower, calling out Rukulion’s name, and Rukulion noticed his presence.

As the sun set and the sky darkened, an alarm sounded from an unknown source, and Nagata saw a vision of Uqbar appear in the sky. He gazed in astonishment and delight at the city. As the alarm ceased, Rukulion disappeared, and from that day forward, Nagata was never seen again.

Three days later, Yoshida and Gamu returned to Nagata’s old home, where they found a calendar depicting Uqbar and Rukulion. Yoshida speculated that Nagata had likely mistaken the imagined city from his childhood memories as his true home. But perhaps, this place called “Uqbar” might actually exist somewhere.
