Tsugita is a graduate of the film department at Japan University of the Arts. In 1999, he won the IMAGICA award at the 21st Pia Film Festival for his directorial work Nikui Anata. Since then, he has frequently participated in writing and directing works.
In 2011, he participated in the Ultraman series for the first time and directed Ultra Zone. From 2020 onwards, he was invited by Takanori Tsujimoto to participate in the screenwriting for Ultraman Z and continues to serve as the series' screenwriter. In 2024, he was appointed the head writer for Ultraman Arc.
