Julie is a member of the North American branch of WINR. She is the ace pilot on the team. She has quite a lot of driving experience. Her personality is quite bold and cheerful. She once witnessed the scene of Kai getting involved in the red light ball during the mission. On a Mission from M78
She has an older sister, Patti Miller, who is also Jamila Miller's sister-in-law. A Father's Love
In the final episode, after learning that Kai is Powered's identity, she led the huge aircraft carrier "Blue Sky Hunter" and her teammates to defeat Zetton.

- In the initial stages of character development, her name is "Lisa Shannon", serving as the pilot of the reconnaissance attack aircraft "Queen." The original plan involved her having romantic feelings for Kai, but that proposal was ultimately rejected.[1]
- According to a 2007 interview with Robyn Bliley, she initially auditioned for the role of Julie Young and only secured the part after several callbacks. Before joining the cast, she was not familiar with any Japanese sci-fi or tokusatsu series.[2]
- When asked about her memories of working with the co-stars, she mentioned having a lot of fun on set with Kane Kosugi. Harrison Page was the seasoned expert among the actors and took things more seriously, while Rob Roy Fitzgerald was always joking around on set.
- Bliley revealed that due to the show’s limited budget and the need to produce it quickly, the shooting for all 13 episodes was completely out of sequence. The main actors often filmed small segments from multiple episodes simultaneously, making it a challenge to understand the overall storyline.
