The Flame Phantom is a specter that appeared in Emergency Directive 10-4·10-10.

History

The Flame Phantom was originally a jewel robber that stole Shintarou Donmon's "super heat resistant glass liquid" and broke it. Then the creation actually contained fire so the jewel robber with fire all over his body turned into the flame phantom.
